Notice on Prohibiting the Sales and Use of Paraquat Aqueous Agent in China and Prohibiting the Use of Chlorpyrifos and Triazophos on Vegetables_Industrial Additives

National sales of paraquat will be banned on July 1, 2016
Paraquat is a chemical herbicide widely used in agriculture and forestry, with broad spectrum and quick effect. As a popular herbicide, paraquat has been in the Chinese market for more than 30 years, and the current mainstream product formulation is aqueous. Initially, the registered toxicity of paraquat was only “moderately toxic”, but the mortality rate of (oral) poisoning caused by paraquat was among the highest among all types of pesticide poisoning. At most, more than 5,000 people died due to paraquat poisoning every year in China. Paraquat poisoning incidents occurred in 24 provinces and cities across the country, with the majority of cases occurring in the three major agricultural provinces of Hebei, Henan and Shandong. In recent years, medical workers have proposed banning the use of paraquat at the annual National People’s Congress meeting. On April 24, 2012, the Ministry of Agriculture, the Ministry of Industry and Information Technology, and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued an announcement, deciding to adopt restrictive management measures for paraquat. Starting from July 1, 2014, the registration and production license of paraquat aqueous agent will be revoked and the production license will be suspended. Production, retain the registration of aqueous preparations produced by master drug manufacturers for overseas use, and allow exclusive production for export. On July 10, 2015, the toxicity level of paraquat was revised to highly toxic. On July 1, 2016, the domestic sales and use of paraquat aqueous agent were stopped.


According to Announcement No. 1745 of the Ministry of Agriculture, the Ministry of Industry and Information Technology, and the General Administration of Quality Supervision, Inspection and Quarantine, the ban on the use of pesticides such as paraquat, chlorpyrifos, and triazophos is hereby notified as follows:

1. The domestic sales and use of paraquat aqueous agent will be stopped from July 1, 2016

Pesticide distribution stores in the city will remove all paraquat aqueous products from the shelves before June 30, and will not distribute them after July 1, 2016. The remaining paraquat aqueous products will be returned, or collected and destroyed. Once discovered, it will be dealt with in accordance with relevant regulations and law. If any further distribution of paraquat aqueous products results in the death of persons, Rohm and Haas will be held criminally responsible in accordance with the law. At the same time, paraquat aqueous agent shall not be used after July 1. If the use causes poisoning or drift pollution, the user shall bear corresponding legal liability.

If the distribution and use of paraquat aqueous agent occurs again after July 1, 2016, the relevant personnel will be held accountable in accordance with the relevant provisions of the Pesticide Management Regulations and the principles of territorial management and the main responsibility of pesticide management.

2. The use of chlorpyrifos and triazophos on vegetables will be banned from December 31, 2016

If chlorpyrifos or triazophos are used on vegetables again after December 31, 2016, the relevant personnel will be held accountable in accordance with the relevant provisions of the Pesticide Management Regulations and the principles of territorial management and pesticide management subject responsibility.

ParaquatThe original drug is white crystal. It was first developed by the British Plant Polyurethane Coating Protection Company in 1958 and is non-volatile. Decomposes above 300℃, vapor pressure <0.1mPa, density 1.24~1.26 (20℃). Very soluble in water, slightly soluble in low molecular weight alcohols, and insoluble in hydrocarbon solvents. Its dichloride, methyl disulfate, has the same properties, is stable in acidic and neutral solutions, and hydrolyzes in alkaline. The original drug is corrosive to metals such as iron and aluminum, but the commercial preparation contains corrosion inhibitors. The preparation is dark green or brown and contains a catalyst. Not easy to burn or explode. The pH is 6.5~7.5 at 20℃ and will not corrode metal spraying equipment. It can be stored for more than two years at 25℃.
Chlorpyrifos is a phosphorothioate insecticide with contact, stomach poisoning and fumigation effects. The residual period on the leaves is not long, but the residual period in the soil is longer, so the control effect on underground pests is better. At the recommended dose, it is not harmful to most crops, but it is sensitive to tobacco.

Triazophos is abroad-spectrum organophosphorus insecticide and acaricide. agent, and also has certain nematicidal effects. It has excellent control effect on many important pests on major crops such as grain, cotton, fruits and vegetables, such as borers, rice planthoppers, aphids, red spider mites, cotton bollworms, cabbage caterpillars, nematodes, etc.; its egg-killing effect is obvious , the killing effect on Lepidopteran insect eggs is particularly outstanding. The acute oral toxicity LD50 in rats is 66mg/kg.
